If you had a child who should have been eligible for pre - K ed ucation during the years in question, please contact your Facility Representative with the specific details, as you may be eligible for a remedy. Additionally, if the FAA refused to certify your child as eligible to attend pre - K at the DoD Schools for the 2013 - 14 and/or 2014 - 15 school years, you should forward the following to your Facility Representative: All correspondence and any other documentation relating to the FAA ' s refusal and/or the DoD Schools ' refusal to enroll your child without certification from the FAA. If you enrolled your child in private or any other non - DoD pre - K classes during those school years because the Agency refused to certify your child for pre - K at the DoD Schools, you should also forward the following to your Facility Represe ntative: All receipts and other documentation of the education expenses incurred on behalf of your child for the year(s) in question. In order to make sure that all eligible BUEs receive a remedy, NATCA requests that all of the information and documentat ion requested above be forwarded to your respective Facility Representative by no later than October 1, 2015. UPDATE REGARDING NEW BOARD OF DIRECTORS OPERATIONS MANUAL FOR CHILD DEVELOPMENT CENTERS ( CDC) Update (9/14/15): The FAA has created and is currently in the process of printing and distributing a Board of Directors (BOD) Operations Manual that will be provided to each of the CDC facilities in the near future. Although the first version of this BOD Manual was developed and produced without NATCA's comments or consent, NATCA and the FAA have agreed to meet and collaborate on revisions to the Manual, which will be incorporated into Version 2, as part of the Parties' recent collaborative agreement to meet quarterly in order to discuss issues and concerns arising from the o p eration of the CDC facilities. The FAA has also committed to redistribute Version 2 of the BOD Manual to each of the CDC facilities as soon as those revisions are complete. FAA JO 1800.67 – NATIONAL AIRSPACE SYSTEM (NAS) CHANGE PROPOSAL (NCP) PROCESS SUPPORT OF THE SAFETY MANAGEMENT SYSTEM (SMS) On September 2, 2015, NATCA received a briefing on the Agency's Order JO 1800.67 concerning National Airspace System (NAS) Change Proposal (NCP) Process Support of the Safety Management System (SMS). This Order updates the NCP process to align with policies and practices contained in the current version of the Air Traffic Organization (ATO) SMS Manual Version 4.0 that became effective on September 1, 2014. The Order applies to ATO and NextGen (ANG) employees and managers who are responsible for NAS systems, equipment, infrastructure, and facilities. FAA Order 1800.67 addresses how the NCP process is handled under the SMS 4.0. Prior to the SMS 4.0, all NCPs required safety documentation. SMS 4.0 now provides exceptions to this requirement provided that they are compliant with policies/processes that have undergone SRM and have been documented and approved by the ap propriate man agement official. If the NAS change does not meet this criterion, or deviates from these policies or procedures, a safety analysis must be performed using SRM to manage the safety risk.
