Concept of Use (ConUse) document for ATD - 2. When this occurs it will be gone over very thoroughly to ensure that it is acceptable and meets the needs of controllers and TMCs who will use the system. As always, these types of documents evolve if reality overrides unrealistic expectations or inaccurate assumptions. • Gate origination, runway assignment, departure fix, and r unway balancing are all factors that go into implementing a successful Ground Metering program. The Surface Metering algorithm that NASA has developed for use in ATD - 2 has made much progress over the last few months as their understanding of Surface Based Trajectory Operations (STBO) has increased. This research is on going and a vital part of the algorithms used by the ATD - 2 system. • On the Arrival side, NASA is working on modifying a version of the Time - Based Flow Management (TBFM) system to incorporate its data into the surface system. This will more accurately predict runway arrival usage and how that affects departure demand. • NASA continues work on modifying the Advanced Electronic Flight Strip system (AEFS) for use with ATD - 2 Surface Metering. • Upcoming e vents include: o Continued working meetings with ATC personnel and AAL Ramp personnel at CLT. o ATD2 University (ATD - 2 U) at North Texas Research Facility (NTX). ATD - 2 University is a two day course offered by NASA to help users understand the foundational sys tems and research that are a part of ATD - 2, as well as the phased implementation strategy. o Human in the Loop (HITL) activities at NASA Ames to validate software and modeling assumptions. HUMAN PERFORMANCE: Jay Barrett (MIA) is the NA TCA Human Performance Liaison. His report for this week is below. • The Human Performance Team (HPT) continues to be very active defining exactly what the scope and substance of the team will be. o The ultimate goal is to influence Agency vision, analysis and policy in all areas o f NAS operations. The office is trifurcated with the mature fatigue risk management office, a human factors office an d a health and wellness office. o Mr. Barrett's role continues to require work alongside the HPT manager (Jason Demagalski) and coordinate ac tivities in each office and collaborate on the implementation of activities. • There has not been a lot happening in the fatigue office. Anything Mr. Barrett reported on last update is still in progress with no major changes to report. • The fatigue office act ivities include: o ZOA - There has been no activity on the request for an alternate means of compliance (AMOC), but Mr. Barrett discussed with Terry Biggio (FAA) that they have been told their request was denied. Neither Scot t Conde (ZOA) nor the ATM has rec eived anything in writing. o The Fatigue A lertness A pplication MOU has been signed and they should have the program ming code by end of next week. The y are still hopeful for a CFS release. o There will be a FSSC meeting 2/18 & 2/19 next week.
