As a result of the briefing, the Agency's POCs are arranging a meeting between NATCA representatives and the line of business to discuss the best interests of the Agency's current RMCs, including retaining RMCs' skills and experience for the Agency by hiring them into non - covered positions for which t hey are qualified. In addition, NATCA has filed a National Grievance over the overlapping issue of the Agency's exclusion in certain instances of RMCs from the Area of Consideration of vacancy announcements for which RMCs are otherwise qualified. This Grie vance is being held in abeyance as the parties work the issues faced by RMCs through the Col laborative Steering Committee. FEDERAL MOTOR VEHICLE REGISTRATION SYSTEM (FMVRS) On September 10, 2015, NATCA received a briefing on the Federal Mo tor Vehicle Regis tration System (FMVRS) program. FMVRS is a centralized database system that provides access to information for all vehicles owned and commercially leased by the Federal government. FMVRS provides a single - point access to Federal agencies t o enter, query, and update vehicle and license plate information. The FAA uses the FMVRS to record, track, and processes its fleet of ve hicles that it owns and leases. There are approximately 1,500 v ehicles managed by the FAA. NATCA requested a briefing af ter learning of a change the FAA initiated i n the fleet management program. Instead of centralized processing of the FAA's fleet of vehicles by the National Fleet Program Manager, the responsibility shifted to the three Service Area Motor Flee t Managers, w ho are NATCA BUEs. They will now process and manage the fleet program wi thin the relevant Service Area. Their primary responsibility will be recording and tracking vehicles and license t ag information using the FMVRS. NATCA is engaged with the FAA in discu ssing issues around training and updating the employees' JAT to reflect the ne w duties and responsibilities. NATCA POCs: NATCA AFN National Representative Ken Slauson, NATCA Representative Anne Hadley, Labor Relations Representative Melinda Kim NATCA PA RTICIPATES IN A BRIEFING ABOUT CHANGES TO SAINT THOMAS HOUSING FOR BUES On September 24, 2015, the FAA provided NATCA with notice that it will no longer obtain housing to rent to employ ees stationed at Saint Thomas. The Agency's stated reason for this chan ge was compliance with "OMB Circular A - 45, 49 USC 40110 and AMS Policy 4.2.4, which limits the Agency to procuring housing for employees under one of three circumstances: 1) Requirement of Service; 2) Lack of available private market; 3) Requirem ent to pro tect Agency's asset." The Agency's position was that "the circumstances in St. Thomas no longer m eet any of these stipulations." As a result, NATCA requested a full briefing on this matter for all affected BUEs and that briefing was hel d on Tuesday, Octobe r 13, 2015. As a result of the briefing, the Agency agreed to exchange information with NATCA, schedule a follow - up briefing, and suspend all timelines to allow the Parties to resolve the issue collaboratively.
