NATCA RECEIVES A BRIEFING ON PROPOSED CHANGES TO THE FAA'S REAL ESTATE GUIDANCE FOR FEDERAL HOUSING On Dec . 15, 2015, NATCA notified the FAA that it recently became aware of proposed changes to the FAA's Real Estate Guidance concerning Federal Housing, and requested a full briefing on the matter for all impacted ba rgaining unit employees (BUEs). The briefing wa s held on Thursday, Jan. 28, 2016. During the briefing, the FAA stated that these are merely "proposed changes" that are intended to be a "clarification" to the current guidelines, but that they are not yet applicable to NATCA's BUEs. NATCA's POCs are curr ently awaiting more information from the FAA and are conducting additional research on the issue. NATCA SUBMITS RFIs REGARDING AFN BARGAINING UNIT On Feb . 5, 2015, NATCA submitted three (3) Requests for Information to the Agency regardin g the new AFN bargaining unit. Each request seeks information necessary to navigate the employees' transition into the new unit. The first requests detailed information about the AFN management structure, the second requests information about each bargaini ng unit employee's current pay, and the third requests information on all pending grievances filed by or on behalf of NATCA AFN bargaining unit employees. NATCA has requested that the Agency responds to each RFI by no later than Feb . 19, 2016. NATCA POCs: Region X RVP Mike MacDonald, Special Counsel to the President Eugene Freedman, Director of Labor Relations Ryan Smith, and Labor Relations Attorney Nicole Vitale . NATCA WINS SERCO MILEAGE REIMBURSEMENT ARBITRATION On Feb . 1, 2016, NATCA received the decis ion and award in the arbitration over the recent failure of Serco Inc. to reimburse bargaining unit employees for mileage costs incurred when driving to get physical examinations required annually to retain a sec ond - class medical certificate. Second - class medical certificates are required to perform air traffic control duties in privately operated towers. Until March of 2015, Serco had always reimbursed all employees for mileage associated with getting their secon d - class medical examinations. I n March of 20 15, Serco stopped reimbursing all employees tha t were represented by a union. The arbitrator found that Serco's unilateral decision to stop providing mileage reimbursement violated both the Parties' Collective Bargaining Agreement and l ong established past practice. The Arbitrator has ordered Serco to make whole all of the covered employees for any losses they suffered on account of Serco's failure to reimburse, and for Serco to continue mileage reimbursement for BUEs throughout the life of the CBA.
