should adhere to last year's budget deal (P.L. 114 - 74). The more conservative faction of the Republican caucus hopes to reduce spending in next year's budget below the levels set by the bipartisan budget accord, which increased earlie r spending ca ps by $30 billion. FAA Appropriations: As you know, NATCA works hard each year to ensure that the FAA is properly funded. With Republican commitment to return to regular order, it is expected that the appropriations process could begin quickly this year. As a reminder, we closely follow the Tr ansportation, Housing, and Urban Development (THUD) appropriations legislation, which provides funding for the FAA. We will keep you updated as the President releases his FY17 budget request and the THUD Appropriations Subcommittee begins their work on all ocating funding for the FAA. HARMFUL DUES DEDUCTION LEGISLATION INTRODUCED : On Thursday, February 4, House Budget Committee Chairman Rep. Tom Price (R - GA) introduced H.R. 4461, titled the Federal Employee Rights Act. H.R. 4461 weakens the ability of feder al employees to exercise their right to join a union. If enacted, this legislation would deny federal employee unions the ability to automatically deduct dues from the paychecks of workers who sign up for that service, among other harmful provisions.
