o Rodger A De an, Senior Advisor, AJV - 0 relayed this information to the TOCO and requested notice if this date was unrealistic. o This information is requested to close out recommendation #1 of the audit after the ZAU incident: Apply the lessons learned from the Chicago C enter incident to the redesign of operational contingency plans to implement the divestiture of airspace for all Center facilities. • The Proof of Concept Process began on March 28, when members of the TOCO visited ZTL with the first Test Si te Survey. o The TO CO will do a Site Survey for eac h of the CONUS ARTCCs and SJU. A memo was prepared to inform the facility stakeholder of th e proof of concept procedures. o Ms. Norman will advise the NATCA facility reps and NATCA technical reps of the facility visits. o Member s of the TOCO will meet with Air Traffic and the NATCA Contingency Rep to finalize divestments plans. Then, Air Traffic will work with local Tech Ops to complete requirements. o With the completion of the Site Surveys, the facility's requirements will be com pleted, and Tech ops and FTI/Harris Corp can make playbooks for ATC - zero events. Extra equipment that is necessary for contingency purposes shall be labeled and reserved for contingency only. o The TOCO has determined a waterfall method for facilities to rec eive the fun ding to complete requirements. After all site surveys are completed, an installation schedule will be developed based on a prioritization already determined using Decision Lens . • The OCP Field Team Meeting in Atlanta: The OSGs from each of the r egions and the POC for the ACT - 2 data base joined members of the TOCO March 15 - 17 to write the OCP guides for ATCT and TRACONs. The guides are general guidance for entering OCPs into the ACT - 2 in compliance with JO 1900.47E. The guides can be found on the M yFAA.gov TOCO website. • The TOCO's Last Task: Is to assess the effectiveness of current Tier 1 terminal domain OCPs against the Admin istrator's efficiency targets. "To address Tier 1 TRACON facilities, TOCO recently requested help from AJR to facilitate a T TX (tabletop exercise) at each ARTCC to examine throughpu t during a TRACON ATC - 0 event. o The information derived from the TTX's will be used by TOCO to begin a gap analysis of the facilities' contingency performance estimate s and actual performance data. o Re sult of the gap analysis will form the basis for next steps and e xecutive investment decisions. o It will also be used to determine next steps for improving the NAS continge ncy posture during ATC - 0 events . TERMINAL AUTOMATION MODERNIZATION REPLACEMENT (TAMR ): Mitch Herrick (MIA) leads NATCA's TAMR Team as the Article 48 Re presentative for this project. The update for the team is below. • The past month has seen a swirl of TAMR accomplishments. STARS transitions were completed at multiple locations, and the de ployment schedule will now acce lerate for the next two years.
